SITUATION

Libya has a myriad of militias destabilizing the country. The militias have been able to recruit young, unemployed Libyans through the prospects of a stable income.

SOLUTION

Through focus group research with former combatants, surveys of youth and private business, we assessed the labor market skills supply and demand to identify key gaps and possible under-explored opportunities.

OUTCOME

The assessment will provide USAID with strategic recommendations on the key barriers to re-integration of former combatants into the labor market, as well as possible actors to support these efforts.
